Mr. Speaker, I am pleased to rise in the House today to speak to Bill C-11.

Like the member for Trinity—Spadina, we both represent ridings, mine in Vancouver and the Honourable Member's in Toronto, that do have many artists and people who work in the cultural sector. We very much share that in terms of our ridings. We know how much concern there is about the bill and whether or not it does indeed strike the right balance.

Sometimes legislation can go through Parliament and not be noticed very much. Other times we find there is a huge amount of interest in legislation and there are campaigns to try to stop something, like we have seen with Bill C-10, the omnibus bill on drug crimes and other measures.

Border battle 'spiteful, intolerant': MPThe fallout continues after border guards flagged prints of three films destined for a gay film festival in Ottawa Nov 20. Inside Out was able to find screeners of all three movies, although they had to resort to lower-quality watermarked DVDs instead of the celluloid films tied up at the border. The Canada Border Services Agency (CBSA) wouldn’t allow the prints into the country until they watched them and greenlighted the content. The week after the festival was over, they approved the films.

MPs respond to CBSA film detainmentThe fallout from the blocking of three gay films at the border has reverberated across Parliament Hill. Queer MPs are universally outraged by what they see as a return to the era of Little Sister's struggles. "How long does this battle have to go on?" asks NDP House Leader Libby Davies. "There's been thousands, maybe millions of dollars spent on litigation [and] court battles by Little Sister's. Why are they holding up material that is totally acceptable?"

Conservative Budget Doesn't Cut It For Artists

Support for the arts and artists emerged as a very powerful issue in the recent federal election, thanks to the hard work of many arts groups who pressed hard to bring it forward. It became a key issue because arts and culture funding has been under attack from the Conservatives over the past several years. Arts and culture are essential to our identity as Canadians, and government investment in the arts provides significant returns – in terms of revenue generated, jobs created and spin-off benefits. The arts bring people to our cities, provide jobs, and enrich our lives.
